Policies
For his third term, Dylan will focus on the following three domains for the City: Economic Development, Housing, and Poverty Alleviation. The City's aging and deteriorated housing stock, combined with the City's major challenges with respect to residents in poverty, create the two greatest challenges for the City of Rock Island. In order to address these two challenges, the City must grow its economic base.
Housing:
- Identify strategies to build new homes on empty lots. Scattered site, infill development must be a priority.
- Incentivize preservation and restoration via tax rebates and grant programs
- Establish a local real estate transfer fee to fund housing programming
Poverty Alleviation:
- Ensure portion of any potential cannabis tax revenue is allocated for poverty alleviation
- Create a universal basic income pilot program, similar to Moline's Level Up program
- Continue supporting the West End Revitalization project
Economic Development:
- Pursue 21st Century industries and technologies, such as film production or cannabis
- Springboard off soon-to-be-completed Rebuild Downtown construction project to new retail and family-friendly businesses
- Create a TIF for the College Hill and 18th Avenue commercial areas
